Being gender variant or trans as a kid doesn't mean someone will grow up to be trans as an adult but either way being a trans kid can be hard. Adults should do their best to make it easy. There is strong medical consensus that children should be allowed to explore their gender and gender expression as they wish, trying to stop them is potentially damaging. Respecting and affirming their gender and expression is part of letting them explore so children should be able to choose the gender category they compete in, even if that means they change categories every other week.
Hormones aren't a consideration here. Children won't be given access to medications other than the possibility of hormone blockers to delay puberty and before puberty sporting ability doesn't vary by sex. You may get situations where a child has began male puberty but wants to compete in the girls category and I recommend they should be allowed to. Male puberty doesn't allow for significant muscle gains until somewhere around 15-18 so if we're talking about under 16s then respecting their wishes is more significant than any advantage they may have.
